[ANNOUNCE] Tree-closing window Wednesday, March 9

The Taskcluster, CloudOps, and Releng teams are planning on rolling out a Taskcluster major-version upgrade to the FirefoxCI cluster on Wednesday, March 9. Proposed timeline:

- Ask sheriffs to close trees at 3pm UTC / 7am PST
- Verify with Relman before proceeding
- Upgrade the cluster at 5pm UTC / 9am PST
- Reopen trees by 8pm UTC / 12pm PST

This should be a low-risk cluster upgrade, but no one involved has first-hand FirefoxCI-major-taskcluster-version-upgrade experience, so we're erring on the side of caution.

Once we get past this initial upgrade, we plan to regularly ship updates to the FirefoxCI cluster, so these upgrades become non-noteworthy and predictably smooth.
