Declarative Shadow DOM

Hi.

I see that proposal considered non-harmful, 

according to https://mozilla.github.io/standards-positions/#declarative-shadow-dom

but is there any particular plans to implement it?

I think the description there explains the situation quite well, though the proposal has also some issues around performance.
So as of now I don't think there are plans to implement the proposal.

For what it's worth, even when Mozilla's standpoint is currently
rather reluctant to implement this feature, someone already created
https://bugzil.la/1712140 to track it. This might be linked to from
the specification positions page.
