Intent to ship: Framebusting Intervention

As of Firefox 144, I intend to ship the framebusting intervention feature and enable it by default. It has been developed behind the dom.security.framebusting_intervention.enabled preference.
Please note that in the UI, this will be mostly referred to as “third-party redirect blocking”.
