Mach Python Minimum Version Bump to 3.8

Hi all,

We are bumping the minimum Python version that Mach supports to Python 3.8 (bug 1843209). The patches will land sometime tomorrow.

For most people, this doesn't change anything, but a few people (~10 according to Sentry) will have to upgrade their Python version.

This will also resolve some blockers on some Python dependencies (Notably aioquic for wpt).
