PSA: Changes to /taskcluster directory

Hey folks,

I just landed a patch to upgrade Gecko's Taskgraph vendor from 6.x to 7.x. This comes with a bunch of backwards incompatible changes, but the most notable ones for developers are:

1. `taskcluster/ci/config.yml` is moved to `taskcluster/config.yml`

2. `taskcluster/ci` is moved to `taskcluster/kinds`

My patch should update all references (including docs) to the old locations, so no action is required other than unbitrotting any patches touching these files. Sorry for the inconvenience!
