Older changesets shown as backed out in Phabricator: ignore if for elm repository

Hello developers,
if none of your older changesets got reopened in Phabricator without a
comment by pulsebot in the bug, you can stop reading this message.
In case this applies to a Phabricator revision you landed some time ago,
please expand the status update on the page for that revision. If it
mentions the action has been executed for the "elm" repository, it can
be ignored and the revision be closed again.
