📣 Change to local development images

Hi Mathesar developers!

If you’re on develop and pull the latest changes, be sure to run Mathesar locally with the --build flag added. For example:

docker compose -f docker-compose.dev.yml up --build

Some dependencies to the local development images have changed as part of our efforts to improve the “from scratch” installation method. These changes should be included in our next release sometime in June.
