Community-created Railway template

Hi all,

Today a Discord user made me aware that there's an existing Mathesar template for the Railway hosting platform. Adding such a template is a goal of our projects relating to adding additional deployment options to Mathesar.

The existing template mostly works. If anyone wants to use it now, you need to manually expose the port 8000 in the Railway UI:

Other than this omission, it works well! 

As for next steps here:

• I've contacted the template author about making changes.
• Railway's templates are "private" in the sense that they're associated with a single user account. We'll need to decide to work with the existing template author, where we'd have to coordinate with them to make changes, or decide to create our own template in the future. 
• I've also joined the Railway community on Discord and introduced myself to the members.  

I'll share if/when I hear from the template author.

Closing the loop here--the original template author messaged us:

I'm glad the Mathesar team decided to maintain an official template, it´s great for the community templates to have the expertise of the team that created it! Thank you for reaching out and for this great software. I will be deprecating this template in favor of the official one.

They removed their template. Ours is now the only one (and has received 3-5 installs since we released it yesterday; pretty cool!
