Introducing funded Omni Layer transactions - pay fees from other sources

Dear Omni integrators,

recently we released Omni Core v0.3.1, the newest version of Omni Layer's reference client.

One of it's changes are new RPCs to fund transactions from different sources, other than the token sender. Up until now, when using a new destination, the holder usually needed to send some extra bitcoins to cover the transaction fees for the next transaction, which is especially cumbersome for exchanges and integrators, who provide fresh deposit destinations for every user.
