Proposal to address secret email list

As promised, the Policies and Procedures Committee took a look at this and developed the following proposal for consideration. We would like to hear this at the April meeting so please let us know any concerns or amendments.

My first read is generally supportive. Very glad to see that releasing info to the public would require the same threshold as executive session instead of one person deciding to forward emails on their own (as had been done). This compromise is much more agreeable. I will reread and reflect until the April meeting and share any suggestions I have. Thanks to the P&P group for the submission.

I have a concern that "any emails involving the LNC and concerning the business of the Party" is vague and overbroad. Any email I send to anyone can conceivably be an "email involving the LNC and concerning the business of the Party."

Additionally, while the proposed language is clear that compliant emails can only be publicly released with a 2/3 vote, it is silent on what happens with emails that are not compliant. I know part of the reason for this proposal to provide a mechanism to prevent unilateral forwarding of disputed emails to the list.

Suggest the following instead to clarify both points:

The LNC may maintain an internal email list consisting solely of members of the LNC to discuss matters involving those categories listed in the Rule concerning executive sessions in meetings. Emails on such a list shall only be made public upon a two-thirds (2/3) vote of the LNC. The same rules of confidentiality that apply to executive sessions in meetings also apply to such confidential email communications.

Mr. Chair I am fine with that language if we include the language that the general subject of any such emails be included in the next Secretary's report as the original language stated.

See above for an item that never made it to an agenda due to our canceling the April and May meetings. It was missed by both the former chair and myself when compiling items for the June meeting.

I am asking for co-sponsors for an email ballot to clear this up.

In any event, even without this policy, there is no justification for the way we have been keeping things from the members in my opinion. This needs to be codiified and ended.

Do we have the final language in one place to co-sponsor. There was some discussion, including the language that JBH proposed, then your amendment to that, which several of us said we were amenable to. I need to be clear whether we are co-sponsoring the original proposed language, the workshopped language, or something else.

Agreed. As a reminder though, we do not have a secret list anything actionable item that refers to it as such will be outright dismissed by me. As I mentioned in another email we have an internal/ private list and a public list. There is no secret list.
