Consensus ordering

Importance ranking notwithstanding, this seems to be roughly the ordering that we're coming toward:

1.  H - Standardize Committee Rules
2.  J - Rising Seconds
3.  MK - Change Timing of Committee Appointments
4.  NN - Officer Removal
5.  RR - Restructure LNC
6.  EE - Resolve Affiliate Disputes

With the next batch, I propose we do:

7.  B - Increase Membership Dues
8.  S - Refine Dues Definition
9.  L - Change Delegate Allocation Formula
10.  QQ - Candidate Nominations
11.  R - Ranked Choice Voting for Officers
12.  P and or P1 - Change up and electrify voting

The P and R proposals should probably be heard in a batch, and the Dues ones as well.  I'm afraid that if we don't put L and QQ in around 9 and 10 they might run up against time, and those are the last ones that have outside-of-convention membership impacts.

That leaves

13.  OO - Add Notice Requirements
14.  F - Clarify Procedure for Dropping Candidates
15.  MM - Clarify Quorum Rules
16.  E - Platform Deletion Threshold
17.  Uh, blank because P and P1 are in the same spot
18.  Blank because SS gets folded into RR hopefully
19.  We haven't formally dismissed C yet.

Add Notice Requirements being at 13 seems low, but I'm not sure where it can be put higher and not mess up other stuff.  If we put it before R/P/P1 actually it might work as long as.   Actually as I'm writing this that seems like a better idea.  The convention voting stuff is probably where the report gets to after 4 hours, and after that it's on to the dessert if we have room.

Put the notice one after L and move refine dues definition later.  That was a Civi problem and while I assume it will work better with Zoho it simplifies things for staff.  Put e-voting before RCV- we can use that to pre-sell RCV.

So B, L, QQ, OO, P1, R

Don't care how rest are ordered.

I think they are truly separate issues and the important issue is the $50.  Why potentially scare them away free m the $50 with the one time language being right after?

Because QQ directly affects the convention, it needs to be moved up.

I need to reiterate that any proposal that has an immediate effect on the convention, be it delegates, candidates, or officials, either needs highest priority for now or provisos added for later, because Some Unnamed Delegate (other than me) will see them and try to move them up anyway just to screw with things.

How does QQ effect convention?  Any risk of that (I don't see it) is cured by proviso but I don't see how QQ has anything to do with conventions.
