I will publish the opavote data on this list later for the public but the winners are Caryn Ann Harlos, Chair and Sylvia Arrowwood, Secretary.  Each voter will receive the OpaVote data in their email box separately, and the Secretary will record by name in first set of minutes.

I will give further details about where we go from here later this evening, but once I saw in OpaVote everyone had voted I didn't want to keep anyone waiting.

Madam Chair, would it be in order to make nominations for Vice-Chair of the committee at this time?

Yes Mr. Bracco, and it is very much the custom of national convention-related committees when there were two people running for a position to select the other worthy candidate for Vice-Chair.  Is there anyone else interested in nominating any other than Mr. Moellman or in self-nominating?    Mr. Bracco feel free to make a nomination of your choice to make it official.

I would like to nominate Ken Moellman for the position of Vice-Chair of the committee.

I will leave this open through Saturday evening.  As the role of Vice-Chair is not a "required" position (but one I highly encourage having in complex committees such as this one), if only Mr. Moellman is nominated by the end of Saturday, I will sponsor and ask the Secretary to start a simple email ballot that will only contain the question "Move that Ken Moellman be elected Bylaws and Rules Committee Vice-Chair."  If there are further nominations, I will start an OpaVote ballot (rather than the Secretary since we use the Party's OpaVote account and it is under my LP email account).

Congratulations, Ms. Harlos!  I almost voted for you on my ballot as well, but I didn't want to end up causing a split where people who might have voted for me would end up having their intent spoiled by my vote for you. And I didn't want to do NOTA since we needed a majority. That didn't end up being a concern, but it is an interesting note about how the rules of how an election is tallied directly influences how voters cast their vote.

I will accept the nomination from Mr. Bracco if, and only if, there is no one else who would like to serve as the Vice-Chair. I think it's important for the long-term of the party to have to newer members of this party take positions in the party, including the seat of Vice-Chair of this committee.

As such, I would like to ask if anyone else is interested, and also specifically nominate Mr. Bracco for Vice-Chair of this committee. He was the only non-committee member to attend the in-person Bylaws Committee meeting in the previous term, and he took a keen interest in the committee's work and provided valuable input for the previous committee.

Thank you for the nomination Mr. Moellman.

I think that the Vice-Chair of the committee should have either some experience on the committee in past terms or some experience as the chair of a party organization. While I have neither of these qualifications, you have both.

Given that I think the party would be best served if you were the Vice-Chair of the committee, perhaps if I am fortunate enough to be nominated to this committee in a future term I would feel differently but for now I will have to decline the nomination.

Thank you everyone for your support, I am truly honoured and humbled.  And if you will permit me a bit of bias, I really want Mr. Moellman to be Vice-Chair.  We are starting early (which is great!) but means statistically there is a higher chance that there will be meetings I cannot make and I cannot think of anyone I would trust more to take over in my absence.

Here is what to expect next -

I am big on timelines and roadmaps - you guys will always know what I am thinking and planning and we will have measurable goals and markers.  However, the Chair is not the "boss" of a Committee, but the facilitator.  If, the Committee ends up disagreeing with a plan or timeframe, it is the prerogative of the Committee to change it.  There will be times I need to make decisions and rulings.  If you think they are wrong, DO NOT HESITATE TO APPEAL.  I *never* take such things personally.  Ever.

So what you can expect this weekend from me is a timeline/roadmap for what's coming next.  To set everyone's mind at ease, it will NOT involve anything substantative in December.  People need to enjoy this month with their families.  That doesn't mean there will not some discussions but they will be more casual - true business will start in January.  There will also be a Doodle poll sent out to determine availabilities for meetings.  I will do my best to choose something that EVERYONE can usually make.  If it turns out that is not possible, we may have to have some more varying schedule in which there are times where some can't make one meeting but can make another so that everyone can participate at least most of the time.  But the ideal is to find something that works for everyone.  In the event a primary representative cannot make a meeting, an alternate subs in order of rank.

So look for a new email chain from me this weekend with a lot of detail over what is coming next.  NEVER hesitate to ask questions.  I believe like Mr. Moellman does that these committees are training grounds for Party leaders and future Chairs.  I know that people have told me from the Platform Committee meetings that it was great prep for them to lead in their counties and on state committees, and I hope this is the same.
