May I suggest the appointments be no later than 4 months after the close of the annual convention, and the final report of the committee is due 60 days prior to convention?  This could also tie into the proposal for amendments from delegates and giving them 30 days to submit amendments, with everything being on the website no later than 21 days prior to opening gavel... Or something like that?

On a related note, I also like the idea of having these committees (Bylaws, Platform) elected by delegates at convention, because they report to the convention body and not the LNC. We've been doing this in KY for a few years now, and it works well. But that's a whole other conversation. :)

I'll be doing a separate proposal regarding reports.  

I like the one year but that's something quite obviously ripe for amendment in Committee.

Colorado has a pending proposal on their state Bylaws and Platform Committee elections. I will be submitting a proposal here for those committees but it's incomplete ATM.
