In going through in preparation for report for our next town hall, we have ourselves a real tangle of proposals dealing with the same sections that we need to untangle which will likely be through several ways.
1. Some will be through offering a proposal in steps as the ultimate destination is coherent.
2. Some will be by considering two passed proposals as substitutes and picking one with the other ending up as a minority report.
3. Some will be by combining the two passed proposals into something chimeric.
4. Some will be by suggesting one, and only suggesting the other if the first one does not pass.
For instance proposal R that just passed with RCV will have to have other changes made to Rule 8 if this is going to be our proposal as it absolutely leaves conflicting holes with the massive revision we already did to Rule 8.
I am concerned we are getting ourselves into some real messes in a few sections.
For this reason, I am going to cut off consideration of new proposals at the end of October to give us November and December (considering there are holidays etc) for smoothing out these decisions. If we get done fast, great, we can consider some new ones, if not, we need to be ready for a survey of some sort in January.
Also, if we get six hours, we need to realistically assess how many proposals can really be heard and passed in that time frame. Because we have some that are complex and some that are simple, I think a realistic estimate is 4 and an ambitious one if 5. That leaves us with realistically only being able to present 24-30 proposals. Though the committee can decide what it wishes, putting out a final report with far more than can ever have enough time to pass is IMHO very annoying to delegates. Annoyed delegates tend to punish the committees that annoyed them.
All this being said, I likely have a few more proposals, but understanding they may be culled or we may not get to them. I am really just trying to give everyone fair warning we are FAR into the weeds.
