I wanted to save time and make it easier for me to present a clean working document for our next meeting and for people to work on so I wanted to get votes on the things it appeared had at least a super majority support.

I think if all the red and yellow lines pass we will actually be at below 18 which is reasonable, and then we have the yellow ones in our pocket, some of which I am sure we will move to red.
