It might be helpful to look at our bylaws in other areas in which the credentials commmittee is mentioned, but here is the language thus far.  I will take a look, as that language might need to be combined up here if we are going to even consider changing the minority report provision on credentials.  I think we are in agreement that the majority present and "do pass" thing is just odd.  It also has the implication that the committee can pass things with less than a quorum and that abstentions count as "no."  (I literally just noticed that, and I don't think past committees have necessarily followed that though contentious proposals tend not to be heard).  Now perhaps that is the intention as the original authors might have thought there was a possibility that state representatives just don't show up and the platform committee or the bylaws committee get nothing done.  Do we want that?  Perhaps that is the reason, but if so, we have bigger problems, and those remaining members of these committees can submit proposals under the alternate route if our notice provisions are passed, and just directly from the floor if not.

a.  A majority vote of those Committee members present is necessary for a "do pass" recommendation, and in the case of the Platform Committee, a majority must approve each specific plank separately. 

a. Each platform plank and affiliate delegation submission must be approved separately by the Committee.

b.  Four or more members of the Platform Committee may join together to issue a minority report regarding any plank reported to the floor of the convention. Two or more members of the Bylaws and Rules Committee or of the Credentials Committee may join together to issue a minority report regarding their business.  No minority reports are permitted for the Credentials Committee.

Unless it's in RONR somewhere that things need to be passed out of committee by a majority of the entire committee instead of those present and voting (I don't think there is) I don't think we have to worry about that.

This language might be slightly wordier than before, but I think it removes any ambiguity in the existing section 6.a of the proposal:

6. Committee Procedures

a. A majority vote of those Committee members present is necessary for a "do pass" recommendation, and in the case of the Platform Committee, a majority must approve each specific plank separately.

a. Each platform plank proposal must be approved separately by the Platform Committee.

b. Each affiliate delegation submission must be approved separately by the Credentials Committee.

I don't think this addresses the controversy of Credentials Committee minority reports, but that's probably best hashed out in our next meeting anyway.

b.  Two or more members of the Bylaws and Rules Committee may join together to issue a  minority report regarding any proposal reported to the floor of the convention.

c.  The Credentials Committee must only approve delegate and alternate submissions from the officially recognized state-level affiliate and may choose to approve them individually or by state submission.  There are no minority reports permitted for the Credentials Committee.

What's the difference between individually and state submission?

Individiually means by individual delegate and by state submission is that the Committee can vote to approve in one vote all the delegates from one state.  It gives them the option of voting in bulk on states with no qualification issues and only doing individually the states that have some problem delegates.  It is rare.
