PROPOSAL: Update Convention References

Colleagues,

I've split this proposal into two parts as there are some sections impacted which require different voting thresholds, but the intention of this proposal is to remove the use of "regular" when referring to the national convention, as there is no provision for any other kind of convention.

Special conventions for national aren't practical.  Logistically they take about 6 months to plan.

Special conventions were removed from the bylaws in 2016 I believe, they were not true special conventions however, they were "non business conventions" which are the same as a special event for which no bylaws authorization is needed.

I actually think there should be a way to call a special convention for some emergency purpose that is limited in what it can decide and perhaps would be limited to the state chairs or their designee to get together for something very very limited and existential.  But that may be beyond what we can do this term.

Removing the word regular might remove words but it is doing no harm by being there, and if special conventions are ever added, it will be a protection.  I am presenting reviewing an issue in MI in which the word "regular" is super important, and considering what a mess was made there, I think we are served by having the word regular in the bylaws.  We don't pay by the word.  (I used to have a different opinion, the controversies of the last few years have convinced me that brevity for the sake of brevity is a not healthy) - the question should be two fold:

Can this serve a purpose that isn't served some other way?
Can it cause harm?

I think the answer here is yes and no.  I think in order for me to support removing, the answers need to be no and yes.

Madam Chair,

Can you please remove both proposal D1 and D2 from the agenda? Given the extent of the areas that require changes as well as the non-substantive nature I think it's best not to spend valuable convention floor time on this.

In considering this proposal, I noticed this language at Art. 10, Sec. 4c.

"A list of the names and addresses of all delegates and alternates chosen by each affiliate party shall be sent to the Credentials Committee no later than one month prior to start of the first general session of the regular convention."

"to the start" is probably what was intended.

Is this a "scrivener's error" that can be corrected without formal action?

Or is something more formal required?

It is certainly a terse abbreviated form, but it is not grammatically incorrect

He advises inserting "the" (awaiting his okay to share his short email reply).
