Perpetually same position in sandbox creation queue

I am trying to obtain a sandbox as I deleted my original one. But it just keeps waiting at the same position in the queue.

I'm having the same issue currently. Stuck at #117. Any idea what's going on?

To anyone still wondering, there was a scheduled event in db called expireQueue that deletes sandboxes that have had queued status for 3 mins. I am not sure if there will be other implication but I am increasing to 15 mins and considering disabling all together.
