Coupon...only for subscriptions? Or invoices?

So I have a subscription service. Applying a coupon when a customer signs up for a plan works perfectly. However, I offer a lifetime option that is not a plan, just a one-time purchase. When I apply my 15% lifetime coupon, and then charge them, the discount does not get applied.

Are coupons only good for subscriptions, but not straight charged amounts?

Not exactly, but it looks like you can do what you need with Invoices.

Here's a quote from the docs on Coupons:

"A coupon contains information about a percent-off or amount-off discount you might want to apply to a customer. Coupons only apply to invoices; they do not apply to one-off charges."

If you have an Invoice, though, it looks like you can add an arbitrary "Invoice Item."  Then it will then be charged with the rest of your invoice:
