[stripe-api-announce] Updates for September 21st

Hi everyone!

A bunch of updates since last month:

== Relay
We announced Relay (https://stripe.com/relay) -- a new set of APIs for enabling in-app transactions. Check out the docs (https://stripe.com/docs/relay) to get started. New API resources added: Products, SKUs, Orders.

== API
- We have a new test card that will apply domestic pricing in countries with split pricing. The number is 4000000000000093 (also listed at https://stripe.com/docs/testing).
- Rate limit errors now return `429 Too Many Requests` instead of `400 Bad Request` (https://stripe.com/docs/upgrades#2015-09-08).
- Users can now add metadata to cards and bank accounts upon creation via the add customer source and external accounts endpoints.
