This will be the fifth year for the scholarship program. Two scholarships (one scholarship of $2,000 and one scholarship of $1,000) will be awarded in 2023. Based on the past years, the acceptance rate for the scholarship awards has been as high as 20 percent. As we prepare for the snow ❄️, I wanted to send out the FINAL announcement on the NCAFPM Scholarship. DEADLINE OF FEBRUARY 28, 2025 IS QUICKLY APPROACHING. Please forward to anyone that you know who may be interested.
The North Carolina Association of Floodplain Managers (NCAFPM) Scholarship Committee would like to congratulate the recipients of the 2025 NCAFPM Berry Williams Scholarship, including:

Ryan Carter is a senior (graduating December 2025) at the University of North Carolina-Charlotte with a major in Geography and minor in Data Science. Growing up in Kure Beach, he developed an early interest in architecture and coastal community development as he observed buildings that were frequently flooded, later focusing his academic pursuits on sustainable development through his major in Geography. Ryan was a recipient of the North Carolina ArcGIS Users Group (NCAUG) Undergraduate Scholarship for his analysis of erosion and flooding of Masonboro Island (NC) and helped to establish the student chapter (UNC-C) for the American Society of Photogrammetry and Remote Sensing (ASPRS). He has interned with architectural firms and the City of Charlotte, working with the Storm Water Asset Management and Erosion Control teams to implement new floodplain management mitigation measures. Ryan is interested in pursuing graduate studies in GIS with a focus on disaster response and floodplain analysis.
Isabella Barger is a junior (graduating in 2026) at Western Carolina University (Cullowhee, NC) with a major in Emergency and Disaster Management. Experiencing the effects of Hurricane Helene on the western part of North Carolina (and knowing how flooding impacted her family’s home when she was younger), Isabella became interested in better understanding the physical processes of flooding, responses (historic and modern) to the events, and mitigative strategies. As part of one of her honors courses, Isabella conducted an analysis on tropical storm-induced flooding disasters in Southern Appalachia and presented her research at the NOAA Extreme Weather Summit. She is a member in the Emergency Management Student Association and has volunteered for multiple debris clean-up efforts in local waterways after Hurricane Helene. Isabella is also interested in graduate work to focus on bridging the communication gap between researchers and practitioners in the area of floodplain management.
Zoe Riggs is a senior (graduating in 2025) at Montreat College (Montreat, NC) with a major in Environmental Sciences. Zoe’s interests are in the areas of freshwater wetlands and plant ecology and better understanding their connectivity to floodplain ecosystems. After Hurricane Helene, Zoe saw the effects of the immense flooding on the dynamic stream systems of western NC and how the wetlands served as a significant role in managing floodwaters. She has volunteered for Samaritans Purse Post-Helene Aid and for the Catawba River Keepers river sweep and has participated in the Lake James Environmental Association partnership research on the effects of invasive aquatic vegetation on flora and fauna within floodplain wetlands of the Lake James Watershed. Zoe is also interested in graduate work to focus in the area of the restoration of streams and floodplain wetlands for aiding species recovery and resilience to future impacts from flooding.
Thanks must also be extended to the Scholarship Committee for all of their work in helping to promote the scholarship program, as well as for the NCAFPM Board for their continued support.
It was a competitive group of applicants this year (the largest number of applicants in the 7 years of the scholarship program), so I would like to again commend Ryan, Isabella, and Zoe on all of their accomplishments.

The North Carolina Association of Floodplain Managers (NCAFPM) Scholarship Committee would like to congratulate the recipients of the 2026 NCAFPM Berry Williams Scholarship. The scholarship program is open to undergraduate students (at a NC college or university) enrolled in or having interests in a discipline of floodplain management (water resources, engineering, planning and zoning, resiliency, coastal management, environmental sciences, hazard mitigation, emergency management, geography/GIS, surveying, etc.). The 2026 NCAFPM Scholarship recipients include:

Janelle Choi is a senior (graduating December 2026) at the University of North Carolina-Chapel Hill (UNC-CH) with a major in Environmental Science. Through her college studies and experiences abroad Janelle has developed interests in better understanding extreme storm frequencies, vulnerability of physical and social infrastructure, flood mitigation, and community planning. Locally she has worked with the flood lab analyzing the impacts from Hurricane Florence on Craven County as well as developing a flood preparedness toolkit for the Town of Chapel Hill residents, business owners, and schools. Janelle is planning to complete the 4+1 Masters of City and Regional Planning at UNC-CH with a focus on environmental and land use planning and natural hazards.
Bryn Cribb is a junior (graduating in 2027) at the University of North Carolina-Charlotte (UNC-C) with a major in Civil Engineering. After Hurricane Helene, Bryn volunteered with Samaritan’s Purse and Baptists on Mission to assist with the storm recovery efforts. Her academic interests are focused in geotechnical engineering, specifically in understanding how water (such as during flood conditions) can effect soil erosion and slope failures, foundation instability, and adequately designing flood-control systems such as levees and embankments. Bryn will be starting the masters program early in civil engineering in the Fall of 2026 at UNC-C with a focus in geotechnical engineering to reduce flood risk through informed design and responsible land-use decisions.
Cali Mitchum is a sophomore (graduating in 2028) at NC State University (NCSU) with a major in Environmental Engineering and minors in Geology and Spanish. While in high school, Cali had an opportunity to intern for a research project to evaluate marsh restoration and historic wave activity at a wildlife refuge in the Hampton Roads area. As a freshman at NCSU, Cali was selected into the Environmental Resources Water Assessment Training Program (ERWATP) that enabled her to assess water quality, land-use considerations, and regulatory best practices in flood mitigation strategies for the Walnut Creek Watershed in Raleigh. Cali’s future goals are focused in understanding the interconnection of watersheds, ecosystems, and climate resilience.
Thanks must also be extended to the Scholarship Committee for all of their work in helping to promote and grow the scholarship program, as well as for the NCAFPM Board for their continued support. The scholarship program has grown over the last 8 years, with 20 applicants in 2026 from schools including Brevard College, Duke University, East Carolina University, NC A&T University, NC State University, Sandhills Community College, UNC Chapel Hill, UNC Charlotte, and UNC Pembroke.
