Simple method to update one file on data partition for all devices

Is there a way to run a download script outside updating the Artifact at the same time?  We have a file on the data partition that needs to updated on all the devices from time to time.  Is there an easy way without creating a whole new Artifact?

I see this: https://docs.mender.io/1.7/artifacts/state-scripts#application-data-migration but it runs after an Artifact installation.
