Announcing Incus 0.4

Hello,

I'm very excited to announce the release of Incus 0.4!

With Incus, you can easily create and manage both containers and
virtual-machines on a standalone system or a cluster of machines.
It provides a variety of storage and networking options with the goal to feel
like you're interacting with a cloud, but all locally.

The highlights for this fourth release of Incus are:
- Keepalive mode in the command line tool
- Improved certificate management
- Server configuration keys for OVN SSL
- Ability to create new CephFS filesystems

This is going to be the last Incus release to benefit from any LXD change
as Canonical recently changed license to the AGPLv3 while Incus will remain
under the Apache 2.0 license. Following this change, we've also announced
a progressive phase out of image server access for LXD users. More details here:
