Announcing Incus 6.9!

Hello,

The Incus team is very excited to announce the release of Incus 6.9!
This smaller release still comes with quite a few exciting features on
top of a very healthy pile of bug fixes.

The full list of new features for this release of Incus are:

- Instance network ACLs on bridge networks
- Enhancements to QEMU scriptlet
- VM memory dumps
- Uplink addresses in OVN network state
- Creation of storage volumes through server preseed file
- Setting description in create commands
