[Release] Ruby OSS Driver 3.2.0 GA and DataStax Enterprise Driver 2.1.0 GA

All,

I'm happy to announce the release of v3.2.0 of the Ruby driver for Apache Cassandra (a.k.a. the OSS driver). This release adds support for MRI 2.4.x. Many thanks to @lautis for investigating what changed in MRI 2.4 and submitting a patch. The release also includes the following bug fixes:

* RUBY-291 Driver fails to connect to cluster when a table column type has a quoted name.

* RUBY-292 Driver sporadically crashes with "undefined method 'ip'" error. Thanks, @grosser, for the fix!

* RUBY-295 When a custom address resolver is configured, consult it when handling all host events, and thus prevent the creation of invalid Host objects.

We are also releasing v2.1.0 of the Ruby DataStax Enterprise driver, which pulls in v3.2.0 of the OSS driver, thus enabling support for MRI 2.4.x and fixing the same tickets referenced above.
