[RELEASE] Java driver 4.15.0 and 3.11.3

   Greetings!  Today we've released new versions of both the 4.x and 3.x Java driver.

   This release includes an upgrade to Netty 4.1.77 for both the 4.x and 3.x drivers in order to address CVE-2022-24823.  There are also changes to make the node discovery process more resilient to node crashes; see JAVA-3002 for more detail on this point.

   Documentation (including published Javadoc) will be delayed slightly.
