[RELEASE] Java driver 3.11.4

Hi,

Yesterday we released a new version of the 3.x Java driver.

This release includes an upgrade to Netty 4.1.94 in order to address CVE-2022-41881, CVE-2022-41915, CVE-2023-34462 and brings this dependency version in-line with the recently released 4.17.0 Java driver. In addition the 3.x branch of the Java driver is now buildable on macOS with Apple silicon.

Documentation and Javadoc should be available in the next few days.
