Re-Enhance for the Issue JAVA-2910

Hi Cassandra Driver Experts,

As previously we found the issue:

And one PR merged in https://github.com/datastax/java-driver/pull/1545.

But recently we found that when Cassandra data restore cause all Cassandra pods restarts at the same time and may restart several times during this time, it may still cause this issue.

And I found the cause is  CqlPrepareAsyncProcessor.java also have a weak values cache. so can I create a new PR in 4.x branch for it, and it also use the same configuration "advanced.prepared-statements.prepared-cache.weak-values" (which suggest by Alex Dutra  in that time) to judge, and by default also keep the existing behavior.
