[Release] DataStax C# Driver v3.17.0

Hi,

We have just released version 3.17.0 of the DataStax C# Driver for Apache Cassandra.

This patch includes several bug fixes. CSHARP-879 fixes an issue where the control connection could stay disconnected indefinitely which could lead to an out of date view of the cluster topology and keyspace schema.

This patch also includes a couple of improvements. CSHARP-956 improves the reconnection mechanism for DataStax Astra databases so that the driver obtains new contact points as part of the reconnection process. This is particularly important for Astra Serverless databases because the contact points / coordinator nodes are more dynamic than those in a standard cluster.
