[Release] DataStax C# Driver v3.18.0

Hi,

We have just released version 3.18.0 of the DataStax C# Driver for Apache Cassandra.

This release includes CSHARP-954 which fixes a rare issue with the driver's Hashed Wheel Timer that could cause the application to crash. Check out the JIRA issue for more details.

This release also fixes CSHARP-967 which prevented users from publishing single file applications with .NET 5+.
