[Release] C# OSS Driver v3.16.1 and C# DSE v2.10.4

Hi,

We have just released version 3.16.1 of the DataStax C# Driver for Apache Cassandra and version 2.10.4 of the DataStax Enterprise C# Driver.

This patch release fixes a bug (CSHARP-943) that affects versions 3.8.0+ of the DataStax C# Driver for Apache Cassandra and versions 2.5.0+ of the DataStax Enterprise C# Driver.

The chance of users encountering this issue is very slim. However, when it does manifest itself the only way to fix it is to restart the application so we recommend users to update their drivers in any case.
