[Release] DataStax C# Driver v3.19.3

Hi,

We have just released version 3.19.3 of the DataStax C# Driver for Apache Cassandra.

This patch release adds support for setting statement properties like idempotence and read timeout with LINQ. This was a community contribution, thanks @bastianeicher!
