IMPACT: NTP Service will be reduced to a single host

DESCRIPTION: The network hosting ntp2.net.berkeley.edu will be migrated
to new hardware.

Correctly configured hosts will not be impacted. Departments with hosts
that only point at one, or both of the network services NTP servers
should review the service information page and reconfigure to include an
appropriately diverse NTP pool.
