Job Summary:
Under the direction of the Director, Residential Programs, oversees program functions and operations within the residential department across the region, including direct supervision of multiple Program Administrators. The Assistant Director, Residential Services
is responsible for all aspects of the assigned residence/group homes and interfaces with the Program Administrators, Regional Center staff, Department of Developmental Services, Quality, Compliance and Training Specialists and Residential Program Support Specialists
associated with their programs to ensure the needs of the people we support.
The Assistant Director, Residential Services is responsible to ensure that the training provided and work performed by the residential staff meets State, local and agency
compliance and regulatory standards. The Assistant Director is involved in the growth and development of the residential program staff, as well as providing feedback for performance evaluations. Serves as an administrative resource for assigned Program Administrators
providing guidance, resources and additional training as necessary. Develops and maintains working relationships with families, service providers, schools’ districts, regional centers, and community members.
Key/Essential Functions & Responsibilities

Oversees and ensures compliance with regulations and best practices for multiple residential teams, which include a Program Administrator, Qualified Behavioral Modification
Professional (QBMP), nurse, and approximately 15 -25 Direct Support Professionals (DSPs)/Registered Behavioral Technicians (RBTs) in each home.

Provides effective leadership in each program collaborating with the Director of Residential Services and BCBA Director and direct supervision to each administrator, supporting
them with oversight of day-to-day operations.

Performs role of Program Administrator in the absence of one which will include: program oversight, staff training, adherence to State, local, licensing and Regional Center
regulations, managing program budgets, liaising with families, etc.

Ensures that each Program Administrator, maintains CA regulations, oversees clinical programming, fosters quality assurance and is an advocate for the people we support
and a strong liaison with families, Regional Centers, DDS, and local school districts.

In collaboration with the Program Administrator, ensures that staff of assigned residences provide the appropriate, therapeutically documented level of individual supervision
in the residence and community to ensure and protect the individuals’ health and/or safety.

Meets regularly with Program Administrators and maintains documentation of the meetings as required.

Assesses work performance and ensures quality service provision through ongoing supervision and observation of residential program staff in support of positive engagement
in the home.

Reviews and ensures timely submission of Special Incident Reports and other reports required by YAI, the Regional Centers and DDS to ensure compliance with Title 17 and
Title 22 regulations in collaboration with residential staff (e.g. Program Administrator, Residential Program Support Specialist, etc.).

Reviews and supports the maintenance and compliance of personal ledgers for the people we support.

Reviews data collection for the program through Digital Agency and provides training as necessary to program staff to ensure accurate billing.

Ensures the completion and maintenance of all paperwork and written records related to individual treatment. This includes but is not limited to medical records, treatment
records, progress reports, data collection, behavior reports, incident reports, billing records, log notes, monthly rate calculations and all written communication systems.

Collaborates with the YAI Finance Department in the development and submission of the DS 6024 and 6028 forms and Purchase of Service (POS) authorizations to the Regional
Centers.

Monitors finances and budgets of each program, which includes completing monthly rate calculations.

Ensures that facilities are well maintained and safe and that assigned residences meet Fire or Life Safety Code standards (where applicable) and are following all regulatory
components.

Collaborates with YAI Development Department to foster community relations, engagement and fundraising.

Evaluates and monitors program needs, identifies unmet needs, proposes solutions and revisions to correct issues or deficiencies and revises services as program and individual
needs change.

Participates in meetings and case conferences with the Program Administrator as needed.

Assists the Program Administrator in resolving concerns relating to program, staff, family, and/or individuals including those raised by other service providers or community
members.

Makes decisions according to State, local and agency policy and procedure to ensure the appropriate treatment milieu and delivery of services required by the individuals
served.

Serves as Administrator-on-Call (Available/On Call Supervisor) with other program leadership on an as needed basis and provides
program/floor coverage, when necessary.

Performs all other duties, as assigned
Minimum Qualification Requirements
-
Bachelor’s Degree in Social Work, Psychology, Special Education, or another related field;
and
-
Program Administrator Certification for Group Home and/or Adult Residential Facility and ability to attend all mandated CA DDS and Regional Center trainings to maintain
certification; and
-
5 years of experience working with individuals with Intellectual and Developmental Disabilities (I/DD) including or
supplemented by 3 years of experience in a supervisory/managerial role with oversight of managers and at least 3 years of experience in I/DD residential services;
and
-
Valid CA driver’s License;
and
-
Willingness to travel across California region, as required, and to New York on occasion.

Ability to respond to calls and programmatic needs beyond regular work hours/be on-call as needed.

Extensive knowledge of developmental disabilities, cooccurring behavioral/mental health diagnoses and clinical syndromes.

Knowledge of California’s Lanterman Act, Title 17 and Title regulations.

Exceptional oral and written communication and presentation/training skills.
-
Exceptional supervisory and leadership skills and ability to effectively manage, coach and support large teams through hands-on support.

Highly organized, ability to manage time and work autonomously, handle multiple priorities and meet deadlines.

Flexible, cooperative and team player.
-
Ability to work in a stressful environment and to deal with behavioral/mental health crises as they occur.
