The glossary for the VVSG is clearly an important part of the VVSG, as the understanding of the
VVSG and the requirements depends on a common understanding the words used within. But a
number of the definitions we’ve seen in previous versions of the glossary have significant issues and
make it difficult to talk with the necessary specificity about aspects of the requirements which have
important security implications, or to properly relate the VVSG specifications to best practices for
election administration procedures.
Attached please find our suggested changes to the Glossary. These suggestions are meant to clarify
some definitions, correct some, reinforce some, and eliminate others that are not needed. Conforming
adjustments to the requirements are of course needed.
