I understand that NIST has historically made an overwhelmingly exceptional effort to maintain First Amendment rights to free speech on this Forum, certainly those required by law in NIST's role as an agency of the U.S. Federal government. NIST has also in many ways given free reign to messaging on this forum that surpassed the letter of the law to maintain the spirit and principles of free speech. The goal of this Forum has always been to allow many (even highly divergent) points of view, in order to foster an transparent, open-access scientific community.

On the other hand, I believe that messages invoking explicit racial tropes, stereotypes, and slurs are a step too far.

I publicly request that NIST take a stance on this issue..

I am glad to inform you on the first day of Chinese New Year that ABC Coin has undergone a major upgrade in the past few days.

ABC Coin was finally upgraded by Dr. Jin Liu after several months of hard work. Dr. Liu Jin said in the live broadcast a few days ago: "The upgrade mainly includes new parameters for different rainbow signatures, and the upgrade was completely led by Professor Jintai Ding, the world's most famous cryptographer, and has been repeatedly verified by Professor Ding. "Let us once again pay our highest respects to Comrade Liu and Comrade Ding!

Dr. Liu Jin mentioned a few more important things during the live broadcast:

1. the algorithm used in ABC Coin is a new rainbow signature parameter led by Professor Ding, which has never been released before and is the most secure.

2. Is it possible for Ward Beullens to find the flaws of rainbow signature again? Dr. Jin Liu said that Prof. Ding thinks it is absolutely impossible because the minor flaw in last year's rainbow signature was based on Prof. Jintai Ding's theory (which cracked Ward's luov algorithm beyond remedy). It is absolutely impossible for Ward Beullens to find the rainbow signature defect again!

3. Prof. Jintai Ding is the absolute leader in the field of pqc, especially in multivariables, and it is absolutely impossible for anyone to reach his level in the next 20 years, although Ward is quite shallow, he is still a hundred thousand miles away from Prof. Ding's level.

4. Prof. Ding thinks that Lattices has been a big problem for everyone waiting to see it this year, Falcon and Dilithium are based on Lattices.

5. Nist's PQC selection criteria have many contradictory points and are not fair. For example: Professor Ding believes that there is no need for security degree 5 parameters, security degree 5 will not be used, security degree 3 has been absolutely safe.

6. The next 100 years will be quantum-resistant and practical only based on the rainbow signature algorithm.

7. the trend of ABC has arrived! We should all work together to fight against the American Jewish plutocrats!

8. bitcoin will go to zero! This is the absolute truth, because there is no suitable algorithm for Bitcoin (Falcon and Dilithium are not applicable), and the most applicable rainbow signature or UOV must be authorized by Prof. Ding's US patent, and Prof. Ding only supports ABC coin, so the final result can be imagined.

9. ABC coin will never be opposed to Bitcoin, ABC is the orthodox successor of Bitcoin, and Bitcoin will wither away.

10. ABC is upgraded by Prof. Ding, and the security of this upgrade is guaranteed.

11. According to Prof. Ding, the Lattices algorithm must not be used.

12. ABC Coin needs a new name and a new logo.

If you have any questions about this project, please contact Jin Liu.

I didn’t even see it the first time. Man I didn’t realize that those views are apparently mainstream enough in China for this guy to post it here, very disheartening.

From a practical point of view, a Chinese corporation on Chinese soil is in general, not protected by US Constitutional rights so there shouldn’t be a problem with banning this clown company (which should’ve been banned already for not paying Ward or Lorenz)

The message is labeled as being sent to pqc-...@list.nist.gov but
didn't seem to get through. For example, it wasn't delivered to my own
subscription address, and doesn't appear in Google's list archive.

The message also lists >100 other recipient addresses. One of those
addresses was dapon....@gmail.com. Dr. Apon evidently received the
message and quoted the message in full in his own message to pqc-forum,
adding his own comments on top about free speech. This did get through
to pqc-forum, and apparently is why you ended up seeing the message.

The email was sent to me personally. Also a number of other folk in the IETF orbit which gives me an idea who might be behind it.

I didn't read the contents as anything that comes to me advertising a crypto-currency is ignored as a scam.

As Dan Bernstein observed, the person who posted the message which Daniel Apon responded to has been blocked from the pqc-forum (for awhile). The message included a very large list of recipients, which is why many people still received the original message.  We recommend you flag/mark any such future message as spam or simply ignore it.

The pqc-forum is intended to foster discussion on topics related to NIST's standardization of post-quantum algorithms.  We expect all who participate to be professional, civil, and courteous.  We strongly discourage dishonesty, misrepresentations of science, personal attacks, and any form of hostility.  Obviously any post containing racist language is out of bounds.  Let's keep the discussion focused on the important issues.
