Currently there is no way to do that, and unfortunately I don't see any ways around it. This would violate one of NEMO's core principle in having one tool being used more than once at the same time.
However, once you create the first one, you can then go to Administration -> Detailed administration -> Tools, select it by clicking the checkbox next to its name, and use the "duplicate selected tool configuration" action which will create a new copy of the tool, then you can change the name. This should make the process of creating multiple copies easier.
About forcing another user off a tool, it is not currently doable in NEMO but it is one of the features available in the community edition of NEMO.
It can only be done under certain conditions (new user has to have an ongoing reservation and the tool cannot have post usage questions)
