No 48-bpp Images

[Evaluation of Latent Friction Ridge Technology (ELFT)]

Hello ELFT stakeholders,

There's been some interest in the fact that the ELFT API supports processing of 3 color component + 16 bit per component (i.e., "48-bit") images. While the API supports it, NIST is not currently in possession of such data, and so ELFT will not test it for now. NIST will update the validation imagery with sample 48 bit per pixel data if we obtain any prior to testing it. No change to the API is necessary, nor are changes to any existing implementation that properly supports such image content.

The test plan has been updated to reflect this note.
