Release scope frozen for LND 0.16.0

Hey Everyone

In anticipation for the LND major release 0.16.0, tentatively targeted for January. We are freezing the scope for any new issue/pr inclusion. This is required for us to complete the committed scope of work so far and ensure the quality of the code.

From this point on, any new issue to be included in the release scope has to meet a really high bar of urgency.
