Neutrino PR

Hello,

I hope that it's the right place to write about a PR in neutrino.

I wanted to open a discussion about https://github.com/lightninglabs/neutrino/pull/194 which solves a problem we have when using lnd in a mobile app (Breez).

With this PR (and a subsequent PR we'll submit in lnd to use the flag), a mobile app using lnd can save persistently filter as there are downloaded. So if the app is closed before the chain is fully synchronized, the filter download will begin next time at the point it was when the app was closed (and not from the wallet birthday).
