Singularity 3.8.3 in EPEL & Fedora testing

singularity-3.8.3 is now available in epel-testing and Fedora testing
repositories. 3.8.2 has been superceded and won't be promoted into the
production repositories. 3.8.3 will become current in about a week, or
sooner if enough people give positive Karma at
