singularity-3.7.3 available in Fedora and EPEL testing

Security release singularity-3.7.3 is now available in Fedora and EPEL
testing yum repositories.

If not given sufficient Karma earlier, the Fedora rpms will be promoted
production in a week and EPEL rpms in two weeks. Since this is a
security release it would be good if people could give Karma so they
can be promoted sooner, especially in EPEL.
