I'm exceptionally concerned about this passage up for vote:
"However, an employee’s public expressions, including social media, may be held to workplace standards of conduct when the public expressions undermine the employee’s effectiveness in the workplace or are disruptive to the educational process."
This is an exceptionally broad statement. I can see how we would want this to apply to hateful speech. I'm concerned that there is too much room for this to apply to things like, "Ugh, I keep seeing fellow teachers not wearing their masks properly." or "My kid's IEP meeting was today and I'm so frustrated that testing wasn't done sooner."
Given the number or friends who have recently been contacted by district administration after having their private facebook statements screenshotted and sent to district officials, I would like to see the boundaries of what is acceptable much more narrowly defined.
