Proposing to spin down the working group

Hey folks,

We have cancelled the meeting due to a lack of agenda for quite a few weeks. The last topic that was discussed was Rita's proposal around patch files and I don't think we had broad consensus around the topic and there hasn't emerged a group of individuals dedicated to doing the work necessary to make that proposal and others a reality.

The work around Introduce compatibility version for Kubernetes control-plane upgrades (https://github.com/kubernetes/enhancements/issues/4330) will likely help people out with some of the challenges around upgrades and many vendors are now providing extended support, but I think the overall conclusion from the discussions we have had is that a community supported LTS within the Kubernetes project is probably not the right answer.  

With that in mind, I would like to propose that we wind the working group down, unless anyone wants to take this in a different direction. I propose that we wrap the working group up after KubeCon, so a lazy consensus date of November 18th.
