Minikube support for dra-example-driver

Dear wg-device-management,

As part of enabling devices on the s390x architecture for DRA, I propose adding Minikube support to the dra-example-driver: https://github.com/kubernetes-sigs/dra-example-driver.

We currently lack kind support on s390x; minikube functions well on that architecture and would be a first step toward mocking devices and enabling end-to-end test development.
