[ANNOUNCE] Released Kueue v0.7.0

Hello kubefolks!

We just released Kueue v0.7.0 🎉, with the following highlights:

• Fair sharing: ClusterQueues can have a weighted share of unused resources when borrowing in a cohort.
• More robust and scalable Pod integration.
• ProvisioningRequest integration graduated to beta.
  
• More robust and configurable MultiKueue mode.
• A CLI, as a kubectl plugin for creating, listing and filtering Kueue objects.
