I'm not sure if this answers your question, but to submit a KEP you follow this template: https://github.com/kubernetes/enhancements/tree/master/keps/NNNN-kep-template

The calendar can be found here: https://github.com/kubernetes/sig-release/tree/master/releases/release-1.25 (calendar for 1.26 is not posted yet)
