Steering,
Per last year's discussion[1] steering needs to decide between two
alternatives for a change to voter eligibility for the 2022 election.
1. Add all members of the CoCC and SRC[2]
2. Add everyone directly mentioned in SIGs.yaml[3]
As requested, I have opened two competing PRs for these changes. Please
approve the one that should go forwards. Thanks!
