[NOTICE] Proposed charter changes for addition of elections+

Folks, 

Proposing the following charter additions in a reorganization effort. https://github.com/kubernetes/steering/pull/249 1 

- adding a section for elections and vacancies from elections.md

- adding a section on changes from changes.md 

This should be considered a functional no-op. This copy has been detached from the previous larger lifecycle PR 2. I've added this as a discussion topic on the next meeting agenda. This notice is following our changes 3 process.
