New repo request : kubernetes-sigs/cluster-provider-api-openstack

Hi all,

Raising this request on behalf of the folks working on a cluster-api implementation for OpenStack. We need a new repository "kubernetes-sigs/cluster-provider-api-openstack"

Folks working on cluster-api decided the name for the repo in the discussion here: https://github.com/kubernetes-sigs/cluster-api/issues/383

Can you create the repo and give me permissions to set things up please?

Also do we know what the bare requirements for a new repository are? I think there is a list of criteria somewhere - things like OWNERS files and code of conduct.

Here's what we should have at a minimum:
- CONTRIBUTING.md
- LICENSE
- OWNERS
- SECURITY_CONTACTS
- code-of-conduct.md

Is there are repo you want to transfer in? Or are you requesting a new one.

If it's a new one the key is creating an OWNERS list that has multiple
parties.

+1 to a new repository. Once it's created, i can add a OWNERS file
(and other files similar to what's in the template)

Ideally, we use it as a pre-condition for creation.

The k8s org has a tremendous amount of cruft, and before we create new
repos, it helps to have the owners list supplied and signed off by the
broader SIG that is sponsoring.

Cluster-API is a sub-project, and thus the broader SIG should be
involved and signed off by other folks before we create repos.

It took multiple weeks for us to approve a transfer of an established
project, b/c we wanted todo our due diligence, and we should do the
same here.

We can discuss tomorrow during the SIG-cluster-lifecycle meeting.

So here are our two choices

1) fully empty repo
2) using seed repo - https://github.com/dims/cluster-provider-api-openstack

Whichever is quicker/easier/faster. please go for it. FWIW, the
original PR was filed on May 15, 2018 [1]
